This build is setup for Stamina but can also work as a Magicka based damage dealer. Check out this page here for the Magicka version.

64 Points into Stamina
Thief is the go-to 99% of the time for PvE DPS
Race doesn't make a huge difference and all content can be completed with any race option
Braised Rabbit is the usual go-to. Garlic Corn if you don't need the health. Sustain options usually not needed but listed if you are struggling.
Heroism or Tri-stat if buffs are covered, Weapon/Spell Power if not. Speed/Immovable pots for Parsing with Cavalier's Charge on Banner

Mythics like Velothi, Mora’s Whispers, and Huntsman are also great if you are using Ultimate
Banner Bearer: Shock + Cavalier’s Charge + Whatever you need for your group
Traveling Knife: Shattering + Assassin’s Misery + Whatever is needed
If you need Critical Surge in the Banner setup, drop Liquid Lightning

Velothi is also great for AoE fights, especially if you need the Pen or are using Ultimate
Banner Bearer: Shock + Cavalier’s Charge + Whatever you need for your group
Soul Burst: Shock + Class Flourish + whatever is needed
The idea is to cast until execute range then swap to Whirling Blades
Should be able to sustain with Dark Conversion cast between packs
If not, swap to Dark Deal and swap Focus to Physical Damage (Class Flourish still deals Shock for Storm Cursed)
Ulfsild’s Contingency: Shock + Lingering Torment + Minor Force
Affix can be whatever needed if using Velothi
If you need Critical Surge in the Banner setup, drop Contingency and run Velothi
