Sul-Xan’s Torment - Great if enemies are dying every 30s or less
Ansuul’s Torment - Good DPS for ANY scenario
Slivers of the Null Arca - Great DPS but only Single Target and can fire at the wrong enemy
Coral Riptide - Great DPS when below 50% Stamina
Berserking Warrior - Great DPS but heavy weight can be restrictive
Highland Sentinel - Amazing damage but you have to stand still
Tide-Born Wildstalker - Great damage if high % of damage is direct
Deadly Strike - Great w/ channeled spammable setups
Whorl of the Depths - Great if low boss movement
Order’s Wrath - Great craftable all-around DPS Set but dimishes if at the Crit Damage cap
Mechanical Acuity - Amazing for short burst (otherwise bad)
Sergeant’s Mail - Top DPS set for heavy attack builds
Heartland Conqueror - Best for Infinite Archive (also can be used for XP)
A-TIER
Great Options but More Situational or SLIGHTLY Lower Top-End Results
Azureblight Reaper - Top DPS on DoT heavy multi-target setups (only 1 group member can wear)
Mora Scribe’s Thesis - Great DPS when maximized but light weight can be restrictive
Aegis Caller - Great damage but limitations with triggering and movement
Arms of Relequen - Great for Single Target DPS (especially if the penetration line is needed)
Bahsei’s Mania - Great DPS but light weight
Mantle of Siroria - Great DPS if low-mobility encounter
Corpseburster - Great damage for Single Target and AoE (must be Necromancer base)
Pillar of Nirn - Good, flexible, DPS option
Jerensi’s Bladestorm - Great for AoE damage (especially if you need the two penetration lines)
Tzogvin’s Warband - Good stats but Minor Force can be redundant (great for solo where more barspace is needed)
Kazpian's Cruel Signet - Solid for AoE if you can keep the stacks up

Noxious Boulder - Insane short burst but long cooldown (requires a heavy attack)
Harmony in Chaos - Good stats but more awkward way of getting them than other sets
Threads of War - Good early craftable option (great with the Night Market mythic ring)
B-TIER
Solid Options but VERY Situational or Easy to Get Early
Dragonguard Elite - Good stats but limited to front or sides of enemies
Grave Inevitability - Good stats but Major Force can be redundant
Kinras’s Wrath - Good stats but Major Berserk can be redundant
Kvatch Gladiator - Great craftable set for burning through execute phases
Flame Blossom - Great for enemies with large hitboxes (can hit more than once)
Burning Spellweave - Good for short burst / okay elsewhere
Briarheart - Good for short burst / okay elsewhere
Macabre Vintage - Solid AoE DPS w/ lower health enemies
Tharriker’s Strike - Good early craftable option for Heavy Attack builds
Frostbite - Solid DPS for frost focused builds
Hexos Ward - Lower DPS but good defense
Leviathan - Solid DPS from an early dungeon
Storm Master - Good for Heavy Attack builds if you need Medium Armor
Noble Duelist’s Silks - Good for Heavy Attack builds if you need Light Armor
Infallible Aether - Good for Solo or 2-Bar Heavy Attack builds if you need Light Armor
War Maiden - Easy to get early set for high magic damage setups
Back-Alley Gourmand - Easy to get early overland set
Shattered Fate - Easy to get early craftable option (especially for someone w/ no gear)
